  4. actually it's not "foil" you want it's Mylar, you can find it at most party stores, some craft stores and scrapbooking stores. As for weight look at sporting stores for fishing sinkers
  5. colored cellophane is more readily available--even colored saran wrap over the foil would probably make a nice effect
  6. You can find it at dollar stores or craft stores. For weights, use a large washer, a stone or even sand inside a small dixie cup.

You will want mylar for the colored foil, stop at your local florist they usually have it on hand in a lot of color and you can buy per the foot versus having a lot of left over colors when you are finished. Also if you are looking for an inexpensive way for balloon weights, we used a latex balloon filled with salt. Use a small funnel to fill the balloon, tie the balloon top tie the inflated balloons around the neck of the balloon (under the knot) filled with salt, curl the ribbon on the inflated balloons and walla a cheap balloon weight. In Girl Scouts we made these and called them our stress ball because they are flexible and if they do break its easy to clean up and if small children are around its edible but only for so long :) We also drew faces on the weight with a permanent marker made it fun and again, cheap
